First Mobile Speed-Signage Report: Hall Road School Zone

St Dennis Parish Council has released its first set of findings from the newly deployed mobile speed-indicator device, positioned outside the school on Hall Road. The portable sign was installed to monitor traffic speeds, improve driver awareness, and strengthen safety measures around the school entrance—an area regularly highlighted by parents and residents.

Why Hall Road was chosen

Hall Road, with its 20 mph limit, experiences busy school-time traffic and has been the focus of repeated community concerns. Deploying the device here first enabled us to gather high-quality data on driver behaviour during a typical eight week monitoring period.

Key Findings from the report

1. Over 12,700 Vehicles Recorded

Across the monitoring period, the device captured:

  • 5,755 incoming vehicles

  • 6,965 outgoing vehicles

2. Strong Overall Speed Compliance

The vast majority of drivers adhered to safe speeds:

  • 99.98% of incoming traffic travelled at 40 mph or below

  • 99.97% of outgoing traffic stayed at 40 mph or below

While 40 mph is well above the 20 mph speed limit for this area, these categories reflect the device’s reporting structure. The more important data is the measured speed percentiles (below), which show typical speeds much lower than this threshold.

3. Typical Speeds remained below 20 mph limit.

Speed-percentile analysis shows encouraging behaviour:

  • Median speed (V50): 16 mph

  • 85th-percentile speed (V85): 19 mph
    (Consistent for both directions)

The 85th-percentile is a key safety measure. At 19 mph, it indicates that 85% of drivers were travelling within the speed limit.

4. A Small Number of High Speed Exceptions

Although rare, the device did detect isolated excessive speeds:

  • Highest incoming speed: 51 mph

  • Highest outgoing speed: 47 mph

These individual incidents highlight the importance of ongoing monitoring and the gathering of evidence for targeted enforcement.

What this means for Hall Road

The initial data paints a largely positive picture. Most drivers respect the school-zone speed limit, and the typical speed of vehicles is significantly below 20 mph. However, the presence of a few extreme speeding cases shows that continued vigilance is necessary.

The mobile device will continue to move between priority locations across the area, helping us to:

  • Monitor real-time driver behaviour

  • Identify hotspots that may require further intervention

  • Support road-safety initiatives for schools and vulnerable road users
